VP22 Battery Health capped at 66% Capacity?

Hi all,

Phone: Volla Phone 22 with VollaOS 14.0

Problem: When I go into Settings > Battery > Battery information, the Maximum capacity shows as 2946 mAh (66%) just under the Design capacity which is 4400 mAh.

Question: Is the battery capacity capped at 66%? There are a few reasons I think this may be:
1. I have TWO Volla Phone 22 phones, and BOTH show the exact same 2946 mAh (66%) maximum capacity
2. My charging has noticeably become more frequent
3. The phone isn't that old and I have been very careful with my charging, ensuring I don't overcharge

Does anyone else notice this or is it a coincidence that both my VP22s show the exact same battery capacity? Note, there are two different users for each of my phones.
