I'm not familiar with adb commands, so this is just a general thing.
I know that with my ubuntu laptop, you do need root privileges to install new fonts. The same applies with fedora. If you install manually (i.e. via a console) then you need sudo or you need to be logged on as root. If you install via an app like synaptic, then you need to be in the sudoer group.
Since Andriod is really a linux variant for mobile devices, I suspect you cannot install fonts there without root privileges.
